The following key issues are the result of the Q&A that followed the EANS Virtual Federal Program Services webinar on March 31, 2022.
1.Eligibility
- In order to be eligible for CRRSA EANS (EANS 1), a private school must be:
- Non-profit;
- Accredited, licenses, or otherwise operate in accordance with state law;
- In existence prior to March 13, 2020.
- Did not apply for and will not receive a PPP loan on or after December 27, 2020.
- The SEA prioritizes assistance to private schools that enroll low-income students and are most impacted by COVID-19.
- In order to be eligible for ARP EANS (EANS 2), a private school must be:
- Non-profit;
- Accredited, licenses, or otherwise operate in accordance with state law;
- In existence prior to March 13, 2020.
- Did not apply for and will not receive a PPP loan on or after December 27, 2020.
- The SEA provides assistance only to private schools that enroll a significant percentage of students from low-income families and has been impacted by COVID-19.
- The SEA defines “significant percentage” and how it is calculated in its application to the U.S. Department of Education. Approved applications can be accessed at https://oese.ed.gov/arp-eans-awards/.
2.Use of Funds
- Funds can be used to purchase supplies to sanitize, disinfect, and clean school facilities; PPE; improve ventilation; physical barriers for social distancing; CDC recommended materials and supplies; expanding testing capacity, and other related uses.
- Funds can be used for educational technology; redeveloping instructional plans for remote or hybrid learning or to address learning loss; leasing sites or spaces for social distancing; reasonable transportation costs; initiating and maintaining education and support services or assistance for remote or hybrid learning or to address learning loss, and other uses related to learning loss.
