Virginia Non-Public Title I Program

The Title I comprehensive intervention program, offered in 14 local education agencies (LEAs) in Virginia since 1979, addresses student achievement gaps and improved student performance in reading and math. During the 2015–16 school year, standardized test scores of Title I students who received NESI/Catapult Learning services resulted in an average increase of 5.6 normal curve equivalents (NCEs) in reading and 22.3 NCEs in math.

Entering into the 37th year of program delivery in the 2015–16 school year, eligible private school students in Pre-K through 12th grade at 33 participating schools in Virginia were provided a comprehensive and flexible Title I program. Intervention services were held 3–4 days a week in small-group settings using a research-based intervention model that revolves around the needs of the student. Title I teachers used data gathered through student assessment and teacher communication to create a Personalized Instruction Plan (PIP) for each student. The PIP highlighted individual student strengths, identified opportunities for improvement, and created instructional goals to guide deliberate and meaningful instruction.

Virginia Students Increased NCE Scores in Reading and Math
