Title I

Improving the Academic Achievement of Struggling Learners


Title I provides all children—particularly those in under-resourced schools—with the opportunity to receive a fair, equitable, and high-quality education. Funds can support:

  • Supplemental instruction for eligible students
  • Professional development for teachers
  • Parent and family engagement initiatives

Under ESSA, Title I services may also include mentoring, STEAM programs, and one-on-one tutoring. These services can be provided individually or bundled together to meet specific district needs.

Title II

Supporting and Strengthening Educator Effectiveness


Title II aims to improve student achievement by increasing the quality and effectiveness of teachers, principals, and other school leaders. Districts can use Title II funds to:

  • Prepare, train, and retain high-quality educators
  • Increase the number of highly qualified teachers in classrooms
  • Develop school leaders through coaching and ongoing professional development

Title III

Supporting English Language Learners and Immigrant Students

Title III is designed to ensure that English learners attain English proficiency and meet academic standards. Districts can use Title III funds to support:

  • Programs for immigrant children and youth
  • Instruction specifically for English learners and recent immigrants
  • Professional development for EL teachers and support staff
  • Family engagement programs that connect schools and EL families
  • Instructional materials and resources for EL instruction

Title IV

Supporting Well-Rounded, Safe, and Tech-Ready Schools

Title IV provides funding through Student Support and Academic Enrichment Grants (Title IV-A) and 21st Century Community Learning Centers (Title IV-B). Districts can use Title IV-A funds to support:

  • Effective use of technology to improve instruction and digital literacy
  • Well-rounded education initiatives, such as STEM, the arts, and civics
  • Safe and healthy schools, including mental health programs and drug prevention

Individuals with Disabilities Education Act (IDEA)

IDEA is a federal program that ensures students with disabilities receive a free and appropriate public education. Districts can use IDEA funding to provide services aligned with students’ Individualized Education Programs (IEPs), including:

  • Specialized instruction and intervention
  • Speech, occupational, and physical therapy
  • Behavioral supports and progress monitoring
