Funding Pathways in California

The Equity Multiplier provides ongoing funding to help California’s highest-need schools close opportunity gaps. Catapult Learning has extensive experience partnering with districts statewide to maximize the impact of these dollars through high-dosage tutoring, professional learning, and whole-school improvement strategies that promote equity and lasting results.

Catapult Learning partners with districts to make the most of federal funding streams that support academic achievement, educator growth, and equitable access to learning. Our programs align with Title I tutoring and family engagement, Title II professional development, Title III supports for multilingual learners, and Title IV initiatives that promote safe, healthy, and well-rounded school environments.

Through California’s Community Schools Partnership Program, districts can transform campuses into community hubs that integrate academics, health, and social services. Catapult Learning works alongside schools to deliver counseling, coordination, enrichment, and professional development that strengthen family engagement, school climate, and student well-being.

The Expanded Learning Opportunities Program (ELO-P) funds before- and after-school, summer, and intersession enrichment for TK–6 students. Catapult Learning collaborates with districts to design high-quality extended learning and counseling programs that complement the school day, engage students, and expand access for English learners, low-income students, and foster youth.

The Learning Recovery Emergency Block Grant provides one-time state funding to accelerate academic recovery and address student well-being. FAQs

Districts must document how they plan to improve student outcomes at eligible school sites via the LCAP template and its instructions. They must establish specific, measurable, time-bound goals that address under-performing student groups and/or educator issues (e.g., credentialing or retention).

No application is required. Allocation is automatic for eligible sites based on the statutory formula and is included in the LEA’s Principal Apportionment.

Each eligible school’s funding is determined by multiplying the statewide Equity Multiplier rate by that school’s adjusted cumulative enrollment, or a minimum threshold (e.g., $50,000), whichever is greater. Funds are distributed via the LEA’s Principal Apportionment.

The funds must support evidence-based services for students, and school sites must set Focus Goals that: (1) address all student groups at the lowest performance level on one or more state indicators; and (2) address educator issues (credentialing, preparation, retention), if applicable.
