Funding Pathways in Michigan

Most Michigan districts are stitching together funding from a few different sources to pay for this kind of work. We help you figure out which pathways actually fit your program, so the funding lines up with what you’re trying to do instead of the other way around.

Michigan’s FY 2026-27 School Aid Budget created Section 35p, a new $50 million competitive grant for evidence-based high-impact tutoring. Catapult Learning is an approved provider under Michigan’s Section 35p pathways, and we work with districts on the pieces that tend to slow applications down: identifying priority students, planning the application itself, and getting operational once funds are distributed.

Catapult Learning partners with districts to make the most of federal funding streams that support academic achievement, educator growth, and equitable access to learning. Our programs align with Title I tutoring and family engagement, Title II professional development, Title III supports for multilingual learners, and Title IV initiatives that promote safe, healthy, and well-rounded school environments.

MDE ties Section 31a funding to specific outcomes — regular attendance, third-grade reading proficiency, eighth-grade math proficiency, and college/career readiness — and requires districts using these funds to implement a K-12 MTSS framework with fidelity. (Michigan.gov)

Michigan’s literacy priorities continue to evolve through state policy, dyslexia-related requirements, and local district plans. Catapult Learning can help districts review current opportunities and design support that connects to literacy goals, intervention needs, and implementation capacity.

The MDE K-12 Literacy and Dyslexia Law page includes Public Acts 146 and 147 resources, screening and progress monitoring assessment guidance, literacy instruction and materials resources, and related implementation tools. (Michigan.gov)

Section 23g funding can help districts expand access to tutoring and intervention services that support literacy growth, math achievement, and student acceleration. These funds may be used to strengthen intervention delivery while helping schools provide consistent support for students who need it most.
