Funding Pathways in Michigan

Most Michigan districts are stitching together funding from a few different sources to pay for this kind of work. We help you figure out which pathways actually fit your program, so the funding lines up with what you’re trying to do instead of the other way around.

The NexSys application opens November 1 and closes November 19 at 5:00 p.m. Districts that start planning now are the ones ready to apply on day one.

Michigan’s FY 2026-27 School Aid Budget created Section 35p, a new $50 million competitive grant for evidence-based high-impact tutoring. Catapult Learning holds the Stanford NSSA Tutoring Program Design Badge, a provider qualification under 35p, and we work with districts on the pieces that tend to slow applications down: identifying priority students, planning the application itself, and getting operational once funds are distributed.

Catapult Learning partners with districts to make the most of federal funding streams that support academic achievement, educator growth, and equitable access to learning. Our programs align with Title I tutoring and family engagement, Title II professional development, Title III supports for multilingual learners, and Title IV initiatives that promote safe, healthy, and well-rounded school environments.

Beginning in FY 2026-27, Michigan’s Section 22b includes a new weighted foundation allowance that combines former Section 31a At-Risk and Section 41 Bilingual Education funding, directing additional per-pupil dollars to economically disadvantaged students and English learners on top of the $10,300 target foundation allowance.

Michigan’s literacy priorities continue to evolve through state policy, dyslexia-related requirements, and local district plans. Catapult Learning can help districts review current opportunities and design support that connects to literacy goals, intervention needs, and implementation capacity.

Massachusetts Early Literacy Impact Brief, SY25-26

In our Massachusetts K-3 partnerships this year, participating students gained up to 5.1 additional months of reading growth in a single school year, ahead of the expected pace. That held up across 700 students in 12 districts. At Southbridge Public Schools, the share of students reading at or above grade level rose from 11% to 55% in 12 weeks.

Our goal is to help schools improve student outcomes, strengthen intervention efforts, and provide additional capacity for educators and school teams.

We help districts provide targeted literacy intervention for students who need additional support. Our work can align to district literacy goals, MTSS structures, assessment practices, and science of reading implementation priorities.

Yes. Catapult Learning can help districts expand academic and literacy support for multilingual learners while keeping services aligned to district instructional priorities. The goal is to strengthen student support without adding unnecessary burden to school teams.

We start with the structures your district already has in place. Then we help design intervention support around student data, schedules, staffing realities, school capacity, and progress monitoring expectations.

Many districts use federal, state, or local funds to support intervention, tutoring, multilingual learner services, professional learning, and student support. Eligibility depends on your district’s funding plans, allowable uses, and student needs. Our team can help review possible funding alignment with your district.

Yes, when it makes sense. In Michigan, ISDs often serve as connectors, conveners, and regional support partners. Catapult Learning can participate in ISD-hosted awareness sessions, lunch and learns, or regional conversations, while working directly with districts on service design and purchasing decisions.

We monitor student progress throughout implementation and provide reporting that helps district and school leaders see where students are growing, where support may need to adjust, and how services are contributing to district goals.

Our work is human-centered and implementation-focused. Students work with trained tutors and educators, and districts receive support with the operational pieces that often determine whether intervention succeeds: staffing, scheduling, consistency, progress monitoring, and communication.
