What is Act 89?

Act 89 is a Pennsylvania state program that provides auxiliary educational services to students enrolled in non-public K–12 schools. These services supplement the school’s existing programs and are based on student needs, consultations with school leaders, and available resources.

    Math & Literacy Intervention

    Research-based intervention delivered in small groups. Instruction reinforces grade-level skills, closes learning gaps, and accelerates growth in literacy and math. Sessions align with state standards and are designed in partnership with schools to meet specific student needs.

    Counseling

    The Act 89 counseling program provides targeted intervention through individual, small-group, and classroom guidance sessions. Counselors collaborate closely with school staff, maintain case notes, and collect progress data to monitor student growth and evaluate intervention effectiveness.

    Speech Therapy

    Speech-language pathologists conduct screenings in kindergarten and/or first grade to identify potential speech and communication concerns. Students who qualify based on assessment results receive targeted speech therapy aligned to their individual needs and therapy goals

    Occupational Therapy

    Occupational therapy screenings in kindergarten and/or first grade identify students who may benefit from additional OT support. Eligible students receive individualized occupational therapy services tailored to specific developmental, motor, or functional skill needs.

    Psychological evaluations are conducted to identify students’ individual strengths and areas of need. The results of these assessments inform targeted recommendations and interventions to support students who are experiencing academic difficulties, helping to promote their overall success in the educational setting.

    MTSS-aligned digital and 1:1 support programs that improve student well-being, behavior, attendance, and academic performance. Tier 1 and Tier 2 solutions help students build resilience and life skills while expanding school capacity and delivering measurable outcomes.

Act 89 is a Pennsylvania program that provides funding for supplemental academic and student support services to private K–12 schools. Schools can use Act 89 funds to access interventions, counseling, enrichment, and other specialized supports for their students.

Act 89 services are coordinated through the Intermediate Unit (IU). Non-public schools work with their IU to identify student needs and may advocate for service providers that align with those needs. The IU is responsible for selecting and contracting with vendors.

Catapult Learning partners closely with IUs across Pennsylvania to deliver Act 89 services. We have longstanding relationships with several IUs, including Bucks County IU (nearly 50 years) and the Philadelphia IU (40+ years), and collaborate with additional IUs to support non-public schools. Our approach is built on partnership, coordination, and alignment with IU processes to ensure services meet student needs and district requirements.

Schools work closely with their Intermediate Unit (IU) to share student needs, service priorities, and feedback on program effectiveness. Schools may recommend or advocate for providers that align with those needs.
