About the Presenters

Peter Birdsall

Peter Birdsall is the President and legislative advocate for Education Advocates, LLC. He is a highly respected analyst of state K-12 education policy issues. From 2011-2020, Peter served as Executive Director of the California County Superintendents Association. Over his career, he has represented a broad range of school districts, county offices of education, and education organizations, including San Diego Unified and the San Bernardino County Office of Education. He began his career as a budget analyst in the California Department of Finance.

Sandra S. Morales

Sandra S. Morales is a Partner and legislative advocate at Education Advocates, LLC. With twenty years of political and public policy experience, she is widely respected for her expertise in school finance, accountability, and budget issues. Sandra has represented numerous local educational agencies, statewide organizations, and non-profits. Previously, she served as Assistant Executive Director of the California County Superintendents Association, where she developed and advocated for new roles and funding models for county superintendents.

Milton A. Alexander Jr., ED.M

Milton A. Alexander Jr. serves as Senior Vice President of Alternative Education at FullBloom, leading SESI’s alternative education schools, programs, and district partnerships. Over two decades, Milt has worked as a teacher, professional development coach, principal, and administrator. He is committed to driving exceptional programming, outcomes, and expansion in partnership with public school districts. Milt holds a bachelor’s degree in business management, a master’s degree in education, and a K-12 Principal post-graduate certificate. He is an active volunteer and serves as Education Director for Phi Beta Sigma, Inc.
