High-Impact Tutoring as Part of a Strong MTSS: Why HIT Works Best When You Have the Data to See It Working

School leaders recognize the promise of a Multi-Tiered System of Supports (MTSS): providing the right instruction, at the right intensity, for each student at the right time. The challenge lies in delivering this consistently. Often, the gap between theory and practice isn’t instructional quality, but the consistent use of data to inform MTSS and address students’ changing needs.

The Quiet Failure Point in Most MTSS Models

MTSS organizes supports to meet students’ needs and adjusts as those needs change. This approach works only if schools have timely insight into students’ needs and the effectiveness of interventions. Too often, tiering decisions depend on a single fall benchmark, with interventions remaining unchanged for months until the next benchmark assessment.

For example, a student who makes real gains in November may not be recognized as ready to exit intervention until the next official checkpoint, months later. A student who begins to struggle in February may go unnoticed until the spring benchmark confirms it. Either way, the system reacts to students’ needs based on testing windows rather than their actual needs.

This is a structural challenge, not a general data issue. Schools are trying to run a dynamic, responsive system using only a few static data points. A student’s placement in September can too easily determine their status for much of the school year, regardless of progress or setbacks in subsequent months. Although the tiers exist, the system isn’t truly responsive in practice; it is simply sorted once or twice a year.

What a Complete Data Model Looks Like

Addressing this issue doesn’t necessarily require more data; it requires the right layers of data, each designed to answer a specific question and integrated into a unified system.

At Catapult, we identify four essential data layers. Omitting any one of them weakens the overall model:

  • External diagnostic data from tools such as NWEA MAP, i-Ready, or STAR provides broad academic context. These assessments serve as screeners, indicating a student’s standing relative to grade-level expectations and national peers. While necessary, they’re typically administered two or three times a year and are intended to flag who may need support and the broad domains in which they are struggling. They do not pinpoint exactly which skills a student is missing or monitor progress on those skills week-to-week. That is precisely the gap the next layers of data are designed to close.
  • A skills-based assessment aligned with grade-level standards establishes a clear baseline and identifies specific areas needing support. It determines the student’s starting point by skill and standard, clarifying which skills the intervention should address. Teachers can then measure progress against this baseline.
  • Session-level formative data, where teachers log student performance on specific skills and standards taught that day, is often overlooked but highly valuable. This allows instructors to make immediate instructional adjustments—changing pacing, scaffolds, grouping, or instructional strategies based on what students demonstrate during tutoring sessions. Rather than measuring whether the intervention is working overall, session-level data helps instructors determine what each student needs next.
  • Frequent progress monitoring, administered every two to three weeks, is directly aligned with the skills being taught. This data answers the larger MTSS question: Is the student responding to the intervention at the current intensity, or does the support need to change? Without using this data to evaluate effectiveness, progress monitoring becomes a compliance exercise rather than a tool to inform student support.

Together, the skills baseline, session-level formative data, and frequent progress monitoring transform a static tiering chart into a dynamic system for adjusting both instruction and intervention. External diagnostic data provides the broader context, while the other layers show where a student should begin, what instructors should change day to day, and whether the intervention is producing sufficient progress over time.

Consider a student whose fall benchmark indicates that they are performing below grade-level expectations in reading. A skills-based assessment may identify inference as a specific area of need. Over the next several tutoring sessions, formative data may show that the student continues to struggle with the skill despite additional modeling and scaffolding. If the next progress-monitoring check confirms insufficient growth, the team has timely evidence that the intervention or its intensity should change rather than waiting until the next benchmark window.

Why HIT Is the Instructional Strategy This Data Model Was Built For

One reason high-impact tutoring can be especially effective is its dosage and structure: small groups meet three or more times a week over an extended period. This structure enables a tight data loop that many less frequent interventions cannot support.

A two- to three-week progress-monitoring cycle requires frequent instructional contact and a delivery model that enables instructional leads to act on data before the next cycle. Programs with infrequent or inconsistent attendance may not provide enough instructional contact to establish reliable trends or respond quickly. When implemented with fidelity, HIT aligns instructional and measurement frequency to support a responsive MTSS.

This highlights the importance of session-level formative data in tutoring. With small groups meeting multiple times per week, instructors who record objective-level performance in each session create a detailed view of each student’s progress. This level of detail is a key advantage of the tutoring model, but it is valuable only if the data is consistently captured, reviewed, and used to inform instruction.

The Real Question for District Leaders

When evaluating a tutoring partner, it is important to ask not only whether their instructional model is effective, but also whether their data model informs your MTSS. Can they provide evidence, throughout the year, of a student’s response to intervention? Can they identify when a student may be ready for less intensive support—or may require greater intensity—before the next benchmark assessment? Can their formative, daily data support the progress-monitoring discussions already taking place within your MTSS team?

A strong MTSS functions as a continuous feedback loop that integrates instruction and data. High-impact tutoring, when implemented with fidelity, is particularly well suited to supporting this loop because its frequency creates repeated opportunities to teach, measure, adjust, and measure again. The data infrastructure supporting HIT enables that feedback loop to close frequently for every student, not just once or twice a year.
