Henry Fortier

Equitable Education Services, LLC

Henry Fortier, is a dedicated and accomplished educational leader with a distinguished career spanning three decades in Catholic education, school administration, and federal program and policy advocacy. In 2024, he founded Equitable Education Services, LLC, with a primary focus on ensuring equitable services for private school students under the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA).


Henry has been instrumental in advocating for government programs and public policy supporting Catholic and other private schools at both the state and national levels. For over 10 years, he served as state liaison for government programs for the Catholic Province of Florida. Additionally, he has held key leadership roles as associate superintendent for public policy and government programs for the Archdiocese of New York and assistant superintendent for federal programs and public policy for the Archdiocese of Baltimore. He also served as president of the Maryland Council of Private Education (MCAPE) and as a member of the board of directors for NCEA. In these roles, he spearheaded initiatives to enhance student services, secure funding for educational programs, and advocate for private school interests in government agencies and public policy development.


Most recently, for the past 13 years, Henry served as the Secretary for Education and Superintendent of Catholic schools for the Diocese of Orlando. He is a former adjuct professor for Fordham University and a current adjuct professor for Boston College.
Henry brings a holistic approach to education—balancing academic rigor with the emotional and spiritual development of students. A recognized leader in the field, he has received multiple awards, including the Lead. Learn. Proclaim. Award from NCEA, the Mother Mary Lange Leadership Award, the Baltimore City MLK Champions of Courage Award, and Cross Pro Ecclesia et Pontifice for service to the Church and the Papal office.

Dr. Jackie Flanigan

Equitable Education Services, LLC

Dr. Jacquelyn Flanigan is a nationally experienced educational leader and consultant with extensive expertise in private school participation in federal education programs, including the Elementary and Secondary Education Act (ESEA), as reauthorized by the Every Student Succeeds Act (ESSA), and the Individuals with Disabilities Education Act (IDEA). She works with private school leaders and organizations to strengthen equitable access to federal programs and services for students and educators.

She served 13 years as Associate Superintendent for the Diocese of Orlando, leading curriculum, instruction, and federal programs, and began her career as a classroom teacher and school administrator. A frequent national presenter, she helps private school leaders navigate consultation with public districts and state agencies to expand services for students and educators.

Her leadership is grounded in extensive school-based experience. Before moving into system-level administration, Dr. Flanigan served as a classroom teacher, team leader, and school administrator, providing her with a practical understanding of the instructional, operational, and leadership challenges facing schools.

Dr. Flanigan holds a Doctorate in Education from the University of Central Florida and consults nationwide through Equitable Education Services.
